The San Antonio Local received official notice today that management will be performing excessing of employees from the Clerk Craft. The Union does not have a definite number of affected employees. The number given on the first number will be reviewed and questioned by the Union. The number of affected employees will also be changed by employees that will be retiring (VERS or qualified), resigning, and voluntary reassignment into another craft. The Local will be monitoring the progress of the excessing and insuring that management follows Article 12 of the Collective Bargaining Agreement.

Both the APWU and Mail Handlers Union had a series of meetings with the Plant Manager Bruno Tristan Senior MDO T.J. Giddings and Labor Relations Manager Sarah Mock over the Climate Assessment that was conducted last October. We then meet Monday afternoon and with the MDOs and SDOs on Tour 3 to explain the issues that the Climate Assessment revealed. The biggest issue was over Sexual Favoritism, the actions that management did toward this issue have seemed to satisfy the Congressman’s Office and the OIG’s Office. This issue was discussed at great lengths and both Unions stress the problem of “perception” of management sweeping reports of Sexual Favoritism under the rug. The Senior MDO and Plant Manager both made commitments to have an open door policy concerning any reports of Sexual Favoritism and to do a full investigation. The Unions raised concerns about the trust issue between the clerks and management, again the Senior MDO stressed to the MDOs and SDOs the importance of confidentiality and regaining the trust of their employees. The other issue of harassment or in short treating employees with dignity and respect was also discussed and the following should be a policy that is followed by management and employees. If you see any incidents of Sexual Favoritism or Harassment you need to report the incident to your Supervisor immediately, if the incident involves your Supervisor you need to ask to talk to the MDO on your tour. Make a written statement and maintain a copy. If no action is taken you will then need to file a grievance. The MDOs and SDOs are under instruction to regain the employees trust and confidence. I am not asking to forget everything that happened in the past, I am saying that since the proper procedure is to go through the chain of command, and if this does nothing then file a grievance.

The Rumor of employees coming from Dallas is a RUMOR and only a RUMOR! As long as San Antonio has Unassigned Regulars, Management CANNOT bring employees excessed from another facility...PERIOD
I have been informed that the DPS move to 0600 is successful and Management now plans to move more zones to have their DPS to 0600. Due to the moving of the DPS to 0600 management will be proposing moving the DBCS Tour 1 BT hours back, this will cause an unwanted overlap between Tour 1 and Tour 3 DBCS. Thus causing some of Tour 3 DBCS BT hour’s back. I have requested a meeting with the Senior MDO and In Plant Support to see the projected impact of the employees. The Assistant Director, Chief Stewards on Tour 1 and 3 will also be at the meeting for input and information. As I receive more information I will be posting it !!

On 1/14/2009 there was a meeting with the representatives of the Unions at the District Office on phase 2 of the National Reassessment Process (NRP). The meeting was to bring the Unions up to date on the progress of the NRP in the Rio Grande District. Management informed the Unions that phase 2 of the NRP has began in the Rio Grande District. The NRP team has identified all employees that are on Limited Duty and those that have meet their MMI (Maximum Medical Improvement). The next step is to offer the employees that have reached their MMI rehab positions. These positions are to be a “necessary” work in the USPS and on an individual, case by case basis. If an employee is holding a regular position the position (Bid Job) and can not perform the core duties of their positions, the position would be taken away and the employee will be offered a rehab position within their restrictions. The employee will be scheduled for an interview to present and discuss the job offer. It is advised that you contact your Union Representative to attend this meeting with you. We must assure that the USPS follows all contract restrictions, ELM 546, and Federal Laws.

The Collective Barraging Agreement states: 8.5.G.2. excluding December, shall be limited to no more than twelve (12) hours of work in a day and no more than sixty (60) hours of work in a service week.

There seems to be some issues on the clerk “scanner positions so I will explain some of the issues. 1. There is no such position as “scanner” in the clerk craft. The duties of scanning inbound and outbound trucks along with other scanning is the duties of the expediter. 2. The Union and Management are working to place new expeditor positions on tour 1 and 3. These positions will include more than just “scanning”. 3. The new expeditor positions will be posted for bid citywide. 4. There are “scanning” duties which do belong to the mail handler craft. But if you have questions on what they are ask to speak to your steward.

The Tour 2 Job 95780239 on posting #11466-CKA-08 was not awarded and came out as No Successful Bidder is an error by HR Shared Services. The Position was not vacated and bids were not accepted on this position. Unfortunately HRSS did not take it off the awards list and it came out as No Successful Bidder. The position has now been vacated and will be posted on the next Clerk Posting.

Proposed Changes: » Tour 3 positions that have reporting times at 1450 will be moved to 1400 » Tour 3 positions that have reporting times at 1700 and 1900 will be abolished and reposted to either 1300 or 1550. These positions will be primarily for CIOS and DIOS. » Tour 1 positions might be moved to 2200.
